Indeed, ʿAbd Allāh ibn al-Zubayr (raḍiya Allāhu ʿanhu) had fully implemented this reform during his rule in Mecca, but unjust politics returned the Kaʿbah to its previous state! Here is the detail of that as narrated by Muslim and Abū Nuʿaym, with their authentic isnād from ʿAṭāʾ who said: "When the House was burned during the time of Yazīd ibn Muʿāwiyah when the people of Syria attacked it, and what happened happened, Ibn al-Zubayr left it until the people came for the pilgrimage season, intending to incite them or to make them fight against the people of Syria. When the people departed, he said: O people, advise me regarding the Kaʿbah, should I demolish it and then rebuild it, or should I repair what has been damaged? Ibn ʿAbbās said: I have formed an opinion about it: I see that you should repair what has been damaged and leave the House upon which the people embraced Islam, and the stones upon which the people embraced Islam, and upon which the Prophet (ṣallá Allāhu ʿalayhi wa-sallam) was sent. Ibn al-Zubayr said: If one of you had his house burned, he would not be satisfied until he rebuilt it, so how about the House of your Lord?! I will seek guidance from my Lord for three days and then decide on my course of action. When the three days passed, he resolved to demolish it, but people hesitated, fearing that the first person to ascend it might be struck by a calamity from the heavens! Until a man climbed it and threw down stones from it, and when the people saw that nothing happened to him, they followed and demolished it until they reached the ground. Ibn al-Zubayr then set up columns and covered them with curtains until the construction rose. Ibn al-Zubayr said: I heard ʿĀʾishah say: The Prophet (ṣallá Allāhu ʿalayhi wa-sallam) said: (he mentioned the ḥadīth with the first addition and then said): Today I find what I can spend and I do not fear the people, so he added five cubits from the stone until he exposed a foundation that people could see, and he built upon it. The height of the Kaʿbah was eighteen cubits, so when he added to it, he found it short, so he increased its height by ten cubits, and he made for it two doors, one for entering and the other for exiting.
