people cannot be properly managed except with a leader who guides and governs them so that their affairs become stable and their matters are set right. Without a leader, their affairs become chaotic, and they fall into disorder and conflict. For this reason, one of the principles brought by Islam is to listen and obey the ruler, even if he is unjust, as long as he does not commit clear disbelief.
لا يصلح الناس إلا بقائد يقودهم ويسوسهم حتى تستقيم أحوالهم وتصلح أمورهم، والناس بغير قائد تضطرب أمورهم، ويقعون في هرج ومرج واختلاف. ولهذا كان من الأصول التي جاء بها الإسلام السمع والطاعة لولي الأمر وإن كان ظالماً، ما لم يصدر منه الكفر صريحاً.
