2 - Creation acts according to His prior knowledge and fulfills what He created them for, whether good or evil. They do not possess the ability to benefit themselves through obedience, nor can they avert disobedience from themselves.

3 - He created creation by His will without any need on His part. He created all the angels for His obedience and instilled in them the nature of worshiping Him. Among them are angels who, by His power, bear the Throne, and a group of them circle His Throne glorifying Him, while others sanctify Him with praise. He chose messengers from among them to His messengers, and some manage His affairs.
