it appears that the doubt is from Ibn al-Mubārak and that the correct narration is from ʿAmr ibn Rāfiʿ, with the wording "forty" without doubt, as it comes through another path as will be mentioned. This isnād [chain of transmission] includes trustworthy men except for Jarīr ibn Yazīd, who is al-Bajalī and is considered weak as mentioned in "Taqrīb," but he did not narrate it alone. Ibn Ḥibbān also recorded it in his "Ṣaḥīḥ" (1507) through the path of Yūnus ibn ʿUbayd from ʿAmr ibn Saʿīd from Abū Zurʿah with the wording: "Establishing a ḥadd [legal punishment] in a land is better for its people than rain for forty mornings." Its isnād is authentic, and all its narrators are trustworthy. Then I reconsidered and said: It is defective, for its isnād according to Ibn Ḥibbān is as follows: Ibn Qutaybah informed us, Muḥammad ibn Qudāmah narrated to us, Ibn ʿUlayyah narrated to us from Yūnus ibn ʿUbayd. Similarly, Abū Isḥāq al-Muzakkī narrated it in "al-Fawāʾid al-Muntaqāh" (1/114/1) through another path from Ibn Qudāmah and said: "Muḥammad ibn Qudāmah narrated it uniquely." This isnād, even though it appears authentic and all its narrators are trustworthy, including Muḥammad ibn Qudāmah who is Ibn Ayman al-Muṣīṣī, about whom al-Nasāʾī said: There is no harm in him, and once said: Righteous. Al-Dāraqutnī said: Trustworthy, and Maslamah ibn Qāsim said:
